
On July 21, 2025, the Product Compliance Volume 2 (PC2)China Working Group held an offline meeting at the VDA QMC China Beijing office. This was the first offline meeting since the China Working Group was established in November 2024, marking a new stage in the working group's progress.
The meeting used a hybrid online-offline format, ensuring all members could fully participate in the discussions. The meeting focused on the PC2 Yellow Book draft, with experts conducting in-depth discussions and exchanges on the content.
PC2 is expected to be officially released in early 2026. Upon publication, it will replace the current VDA Product Integrity (PI) standard with more comprehensive and advanced guidance for the automotive industry.

About PC 2
Unlike the current VDA Product Integrity (PI) standard, PC2 will be closely linked with Product Compliance Volume 1: Product Compliance System (PCS).
The current PI divides Product Safety & Conformity Representative (PSCR) tasks into four phases of the whole product lifecycle: Requirements phase, Development phase, Production phase, Usage phase; PC2 is more connected to PCS and defines the PSCR tasks based on core elements from PCS: Culture, Objectives, Risk, Program, Organization, Communication and training, Continuous monitoring and improvement.
About PC2 China Working Group
Established in November 2024, PC2 China Working Group brings together product safety and compliance experts from German OEMs and suppliers operating in China. This marks VDA QMC’s first dual working group structure between China and Germany.
Drawing on their understanding of local market conditions, regulations, and requirements, the China working group reviews PC2 Yellow Book draft and provides feedback to their German counterparts.
As a crucial pilot project between China and Germany working groups, this innovative collaboration model provides a solid foundation for the future development of VDA standards. More VDA standards are expected to adopt this dual working group approach, integrating international and local perspectives in standards development.
